He/she won't, mine stands in front of my ceramic and moves when it get's too hot. 1500 watt heater is a 1500wt heater, I got 2 from Ollie's bargain for $15 each, Walmart has cheap ones too.

More or less, yes. But to be more accurate, heaters also produce a minuscule amount of radiation and light. So you can't really claim they are 100% efficient.
