And that light and radiation are converted to heat soon after, that's the point. All electricity turns to heat. This is in contrast to heaters which use a fuel and might not use all of the energy...

More or less, yes. But to be more accurate, heaters also produce a minuscule amount of radiation and light. So you can't really claim they are 100% efficient.
