Generally you can't switch versions once you bought it. Upgrading within the program is also generally a really bad deal. This deal only makes sense if you need the exact versions of both programs.

OneNote is free so you don’t even need a MS office license to use, just download and install as a standalone. With this perpetual license, you’re really paying for Excel, Word, and PowerPoint.
