All of them can cut vinyl for the most part. My cameo can use this because it’s 12” which is the max width for mine. You will have to adjust the cut setting to match the vinyl thickness is all.

Removable is matte and the permanent is gloss. Other brands make vinyl and some of them now have lines of permanent that are matte, but it will specifically say that it's matte.
