Almost always the latter. You do realize there are two quality levels, right? Contractor or builders grade which is what HD and Lowe's carry and Professional grade which independent plumbing supply...

For what it's worth, I got the lowest model of Glacier Bay bathroom sink faucet to replace a leaky one (another company) and it's been very good. It's been 2y+. It just does what it's supposed to.
