If you add non HP ram to an HP system, it will run at 2133mhz. Some people have been able to overclock it to xmp/docp speed with ryzen master software.

It’s thermally throttled. I migrated equipment and replaced fans and get about 95 with undervolting. I think I saw the top tier cards were getting like 100, so the OEM isn’t far off.
