I don't think you can add a 2.5" drive. At least on mine there is no SATA or ribbon cable connector on the board that I can find. But there are two M.2 slots and one is used by the existing drive.

The Dells laptops are not the problem. Intel has set the voltage too high on the processors. Top tier brands lower the voltage by 100mV to reduce temps.

Yes it is. The Graphics card on this is more or less equivalent to a RTX 2060 or GTX 1660 Ti and 40% more powerful than GTX 1650 Ti in that Gateway Laptop. That alone worth the extra you're paying.
