Yes. I'm pretty sure there's very few, if any, restrictions in terms of purchases (of course sending someone money won't trigger the 5%).

If you are able to use PayPal Key in other mobile payment apps like Walmart Pay or Kroger Pay, then you can earn the 5% on some in store purchases too.

You can pay your federal taxes ahead of time using PayPal via Discover. Not a full 5% gain after factoring the fee but is a good way of maximizing the limit

I think paypal key has blocked 3rd party payments like plastiq to use paypal key. So you can't pay mortgage or any with Paypal key
