This isn't true i have a 3090 Doom Eternal for example with the last patch that just came out gets around 120 frames a second WITHOUT dlss using Ray tracing too. with dlss you get around 170 frames...

Going from 4k to 1080p is better than going from 2k to 1080p due to the interpolation that has to be done to convert 1440 to 1080. 2160 converts more cleanly to 1080 (obviously, half).
