If the photo doesn't meet specs they'll put your application on hold, send you a letter and wait for you to resubmit a good photo. Will add a good month or 2 to your application.

There are phone apps that will help you take a decent passport photo using your phone and then you can just print it like a normal photo at Walgreens and then just cut it out yourself.
