no, CA just has more stringent laws with consumer fraud and protection so Californians tend to get more (and Illinois and NY in other cases in open class actions)

it says you can just sign up for the unique claim ID, you will get it in your email, then you can use it to register. They added this extra step for some reason, but it works.
