That's not necessarily true, I don't think. I'm no cybersecurity expert, but isn't it possible that the Sprint/Tmobile customer data was still siloed in some way, so only Tmobile customer information...

no, CA just has more stringent laws with consumer fraud and protection so Californians tend to get more (and Illinois and NY in other cases in open class actions)
