From what ive read the 7000 series X3D is coming in the next month or two. My bet is that it would be worth the wait, but will probably be expensive.

Not unless you have a MC close by. Got this, 32 GB ram and x670 for $700. For bran new build, 5950x make little sense as x570 and DDR5 are out.

If you have everything AM4, you can probably survive this whole generation with a 5950X though. Obviously if buying from scratch it’s different.

ddr4 is not as fast as ddr5 through. Basically you spend less to get less performance.
