You can buy it from any IP anywhere, but all foreign codes need to be redeemed on the foreign IP it was purchased for. So buy from your normal IP and redeem via the VPN.

i used this with the Canada and did not have any issues. needed to login to account under USA after though to upgrade to the GPU. would not upgrade to GPU still on canada vpn.
