I expect overall electric usage to be less, considering that a room heater will run much longer to heat a whole area to be warm, vs the bedjet, or an electric blanket, only having to heat the air...

BedJet does condition the air as you can set the temperature, i.e. warming or heating cool air. It won't cool...

That isn't considered air conditioning... you need a compressor for that. For example, fans aren't considered to be "air conditioners". They just move air, not condition it.
