Yes they can. There's just a bit more breathing room with the 3/4 than the 1/2". I like to use the 3/4 more on 12/4 romex.

Just simple cheap metal wire staples link. Probably less than $0.01 each in bulk. These plastic ones with the 2 nails are probably 2 to 3 times more expensive per staple. But easier to use IMO....
