The only card I know of with utility cashback is the US Bank Cash+. It's 5% with $2,000 per quarter cap. There's also a Venmo Credit Card with a 3% cash back on utilities.

You need either 100k or more in BoA or Merrill Edge investment account for the 5.25% cash back. I have mine setup for online shopping category. Look up preferred rewards BoA.
