Check your Amex offers, I had a spend $70 get $15 back offer for Microsoft.com. Based on what I am seeing, the terms don't have anything against purchasing a gift card with the offer.

I had a similar issue. Do you have a Dev account tied to your primary account? I had to register my address with the dev account before it accepted my Amex payment.
