It's always been their policy and you agreed to it in their terms when you signed up. I realized I wasn't using my Checkout 51 account enough so just stopped using them so I didn't lose any more...

CO51 will zero out your balance after i think 6 months... do a survey and you can add a few cents to keep your earned amount until they actually add items you might actually buy.

Six months unless theyve changed it. For awhile now I only do Ibotta when I know I can cash out reasonably quickly and then leave t at zero until that happens again.

This rule has existed a while. I believe it is 6 months with no activity. It's so easy to just do an 'any receipt' or any item offer to keep your account active.
