I tried it on the Samsung store and it didn't work because PayPal prefilled the discount code with some code that applied all of the discounts that Samsung had given.

I think you can order through PayPal to Amex, it worked for me with last time Samsung Amex $125 back on $1250 and PAYPAL150

By employee stores they don't mean EPP, they mean the on ground stores they might have for employees.
The card should code the same.
