Comcast does not give stuff away if you live in a location that doesn't offer FIOS. I tried calling a few months ago looking for a better rate, and they were ready to help me cancel my service.

For the record everytime I get comcast I walk into a BestBuy store and talk to the comcast rep there. Always better deals than dealing with Comcast directly.

It's 90 days until you qualify as a new customer. But a spouse should be able to do it the next day. I got pissed at Comcast about 5 years ago because they wouldn't give me new customer rates...
