batteries are usually guaranteed for 3 years. the thing is they are going to want you to ship the failed batteries back on your dime or/and pay to ship the new ones. better to just buy replacements...

Maybe I'm misunderstanding. If he needs 2 UPS devices (as opposed to 1 UPS and 1 surge protector) then the relative price difference between batteries and new devices remains the same.,

also, lead batteries like to stay topped off else they crystalize which prevents them from holding a charge, so keep a UPS plugged in all the time.
