I didn't use VCC but found a visa debit card from a rebate I don't remember with balance of $0.62 and it worked. About Ting all I did was just clicked on the welcome link and created a new user...

The easiest way to release your IMEI/ESN: Just sign up with Ting and provide a credit card. Then go to "Device Settings" then "edit". You will see Status: Active and next to it there is a pencil...
