PPS is the power delivery solution. S21, S22 and S23 use PD-PPS if the power supply has that feature but it may not be active if more than one port is in use. In this case the phone may actually be receiving a PD 3.0 charge shortening battery life.
USB C-PD PPS chargers with only Type C ports do not list comparability for Galaxy older than S21 because these phones don't have PPS just a back-up to accept Type C PD charging. The phone will still fast charge but with a compromise to battery life.
It is unfortunate that Qualcomm Quick Charge has lost to PD in the market place. QC 5 is a superior technology because it is the only true universal charger which can deliver an optimal well controlled charge to both new and old devices from the power supply C port. One thing QC 5 can not do is to offer multiple Type C ports which consumers prefer. PD 3.0 does allow multiple ports which is why it is popular.
QC 5 can charge a device which is optimized for it from 0-50% in five minutes without heating or damaging the battery making it fastest charging protocol available with backwards compatibility to older devices. As of now there are only a few QC 5 chargers available and they are car chargers. For those with older phones which do not have PPS the best option for battery life is to charge from a QC4+ charger such as Belkin QC4+ 27 watt phone charger using C to C cable or QC 3 charger using a Type A to C cable if the phone has a C port. Belkin's QC4+ charger has only one C port and is quickly identified by the large printing "QC4+" on the side. It can be used with a C to micro B cable to charge older phones battery banks and other devices or with a modern quality C to C cable for C port devices. If a substandard C to C cable is used then it will only slow charge,

Baseus produced the only know QC5 wall charger. It is a 100 watt model with a single C port but very difficult to find in stock.
