There are plenty of the kits at my store, but once the free battery is added, it makes the combo unavailable for pickup and shipping. The only way the system will let me order is if I choose the $79 delivery option. In fact, it is this way with all of the combos that include the free 4.0 battery.

Oh, I get it now! Maybe this is a deal to buy in store rather than order online???
Are these Stanley/craftsman batteries the ones that are interchangeable with black and decker 20v max?
That Craftsman line died out around 2016. This current Craftsman line is designated by the "V" in front of the "20" = V20 .
As ten80 said, you're best bet is buying Black and Decker batteries because even if you found a NOS Craftsman, the cells are likely 7 years old or more.

I live in Alaska, most often I can't complete an online order from multiple places because the item contains a hazardous material which red flags the shipping to me.
Not sure if you live in a rural area or an area that has limited delivery options which could be keeping you from ordering.
Edit:
Crap specifically clicked on the question about shipping problems. IDK why it attached to the interchangeable question. :/

Reasons like that right there are enough to avoid tool lines like these, if you plan to keep and grow your tool collection. Happened to me with Black and decker. These have their place, it's a lot of tools for the money, but lack of of any kind of hope for a future support or continued battery production. Know there's a good chance you are buying "disposable" tools that you can use for a few years, or until the batteries fade and there's no new replacements coming to market. Personally it makes sense to invest in kobalt/ridged/ryobi or any other number of value brands that have been around for more than a decade.
