Same experience as you. A few weeks ago it did not unlock but today I saw the Permanent Unlock option, I clicked on it and device was unlocked in a few minutes. I only paid for one month and the phone was sitting in a drawer for 6 months. I did make a few calls when I got it and then turned it off.
We unlock mobile devices that meet the following eligibility criteria free of charge:
The device must be purchased from Metro by T-Mobile.
The device must not be reported as lost, stolen or blocked.
Three hundred sixty-five (365) days must have passed since the device's activation date.
------------------
Starting today, the unlockable days changed from 180 days to 365 days.
When I look at the unlock section of my phone, it says that it cannot be unlocked because it has been less than 180 days. My phone has nothing to do with the new 365 days, right?

In my case, the phone couldn't get unlocked when I sent it away. I bought 2 the same time, they both got activated, 1 with me in the US and 1 overseas, but the 1 overseas couldn't be unlocked.

You are right. But at least today my phone still claims it can be unlocked after 180 days.
Can I use this port-in number in my personal Mobile??
