They might but you can quote the policy above to get rid of charges. There is an automated way to get rid of activation (even if the line was active for more than 3 days). When you the bill in app/websote there will be link under activation fee "Don't recognize this fee". Click on it to get rid of that immediately. You will need to chat with CS for other charges.

Online chat/Phone. If you have to call (if the chat is closed e,g,) they will ask you for the account passcode. This is something you can set up from myATT app or logging into your account.

BB creates the ATT account for you and activates line. It happes right before shipping if you are getting the phone shipped or before they notify you for pickup. You need to cancel with 3 days for no activation fee but the read above to see how you can get rid of activation fee even after 3 days from your bill.

== Can ATT/BB blacklist/disable the phone somehow later?

No they can't. You are also not putting ATT SIM in it. BB is just selling you the phone with a phone plan, once you are out of the store they don't care. ATT can flag you but that's unlikely.

== ATT Tasks me to set passcode which I can't do without a valid phone number?

If you are being asked passcode for cancelling the account and you don't have one and also you can't set one as the 2 factor phone number is not active going to an ATT store is the best course of action. They can send the code to an email and you can cancel the account there.
