What's the best devicethat has hi-res cameras, without subscription and can store video (maybe on a customer-provided local or remote storage), and can export videos when user wants to export?

Depends on how your local smart home network setup. Unifi, Eufy, Wyze, Energize at Menards... can do local storage or subscriptions.
