Gmail for work not putting incoming mails to inbox!

Gmail for work is not putting incoming mails to inbox!
I have to go to All Mail and see it.
What this means is the email forwarding service does not work!
I searched online - there was a mention about a filter - there wasn't one any way.
It still does it.
Gmail has strict requirements for POP access - I still use improvised Eudora. So I am not using POP access - went for email forwarding. Can I do multiple gmail via pop access without having to have multiple phone #s?
