I tried to sign up with a new email for me and my wife, but used our actual phone numbers. It caught me and said to renew. I started over using a different phone number for both of us and it worked perfectly. Used the same address and everything, just new emails and phone numbers

I think it's your phone. Did you installed the app on your phone and used it with your old account? Try signing up on a desktop? I successfully signed up by using my wife's info and used the same address.
