How would you rewrite this title to cover situations like:
1. It is available in-store at the price the OP posted, and
2. It is available for shipping to his location for $14.99, and
3. It may be available for shipping to other locations for who knows how much (impossible to know without putting in a bunch of zip codes)
Title as it is now:

Note: An issue with Costco warehouse prices: Some regions and even individual warehouses can vary in their pricing from online prices as well as in-warehouse prices. That can make in-warehouse pricing tough or impossible to advertise here unless it is specifically priced in their ads. That is one reason Costco. com does not specify that in some of their ads as well. I was recently reminded of that fact.
To fulfill your stipulations:

So "Plus Shipping" is how the deals get phrased here if there is a mandatory, but variable shipping charge required. It is the best SD can do and is part of the important title information. Just knowing you will need to add shipping prepares you when reading the title to expect some additional fee.
For flat shipping (as in this case), just add that specific cost before the word shipping.
I threw in the RAM detail because as one poster suggested, everyone wants to know that right off the top and I don't blame them.
That might be short of mandatory, but it is very important for laptops and PCs.
Folks wanting to check their warehouses can get the SKU from the product web page and look up their warehouse phone numbers for a stock and price check. That is common knowledge for Costco deals but since you asked about this situation, I only mention it in case you were wondering how to do so. Deal posters including FP deal editors do not put that anywhere. They expect us to work that out for such YMMV pricing in-store deals.
I do see some laptop deal posts that have much less specs info. Most have at least this much or more in the title. If they gain traction and get promoted to FP, the FP deal editor would expand the title to include many details, if the OP was severely lacking the important stuff. Look up some past and current laptop deals and you will get a good idea of what most posters of them include regularly.
Again, titles are all we see in our deal alerts and on the main SD pages, the popular pages, the trending deal pages, until clicking into the deals. I want to know immediately if shipping charges will be added to the price.
I expect to always be informed upfront if it is a flat rate shipping/activation/other requirement charge.
You will see that FP Deal mods follow this format. If you don't care, you have a lower expectation than most here, in my opinion. You can think of me as a parody all you like, but I am detail-oriented. Not wanting to be treated as a clickbait sheep. I stand by my request.

Seriously, you don't know who Costco is? You are either a member or not. If you aren't a member....of a membership club...there might be shipping. Just assume that rolling forward and it will save you hours of ranting. You're welcome.

BTW, This is a great deal for a full fledged CPU and touch screen. $15 freight or not. I just wish it was 14" or smaller.. Is there a manager I can complain with because this deal isn't perfect for me?!?

This is about as barebones as it gets. I'd say it's appropriately priced at this level for what you get.
The only thing I can think of that would slide the deal-o-meter to hot would be battery life, which I don't have any info on
