Getting an over water villa will be a bit more challenging since there's less rooms of this type compared to like Maldives.

As a local, and having moved here before the internet, I didn't know of the many islands that you could visit (tourism was advertised more externally than internally) but I did visit a couple of islands and had picnics by the beach.
I am sure you can find some hotel deals on the smaller islands and then plan your trip to the one that meets your budget and your activities (lots of beaches, snorkelling, hiking)
