If they're building it with an adult, it's good, independently would likely be to hard. Many little parts.
I have this set and built it with my almost 4 year old. There are 4 bags and 3 start with building a mini figure, so they can do that with a little help and have something to play with as you do the trickier parts. You also start with a small wishing well build, which can help gauge their interest/involvement. The house is complicated at parts and has some stickers, but I think of it as building a dollhouse for them to play with.
As for good sets for a 4 year old, duplo is a solid choice. I have an animal set and a bath play set my little girl loves.
