I found one of these at Target, in their cheap $1-$5 section. Obviously not the same brand. Some generic one. I was surprised at how well the range of connectivity was. I mean I was behind walls and other rooms, heck I was at least 60ft away and no skipping or static at all.
I currently have this https://www.monoprice.com/product?p_id=43244 previously bought on a SD deal. This device still has a delay and static noise. BT technology although convenient, it sucks big time in terms latency while listening live concerts or youtube videos. I have yet to find a BT adapter that has zero delays, obviously I'll make that judgement after listening :-)

I use the ugreen USB adapter for my pc and it works well no delay at all. I would recommend it. https://a.co/d/2ZSutCL
It powers the transmitter itself. I own something similar (but older) made by Logitech and I have to plug it into an outlet to get it power. Can be a PIA if you have a mobile situation. But I have mine connected to an old set of klipsch promedia computer speakers so it works for me.

I am having trouble finding a comparable outlet-powered bluetooth adapter. These Ugreen models are all "portable" now

If you have both a BT 5.3 adapter and headphones/mouse/etc. that is 5.3 you will get rid of the lag. That adapter you posted said BT '5' but it doesn't say specifically which one. It's likely not 5.3.
