That's the same argument with anything from trading cards to gacha games. It's an effort to make you spend more - if you want a specific figure, you're best off buying one from a third party seller.

The goat herder was the one everyone wanted from series 25, resellers ripped most of the boxes in my local stores because of this. Unfortunately, you either have to buy the larger sealed boxes or you have to pay scalpers prices. It stinks, I agree
