I have to use my non-Amazon credit card in order to be offered Prime No Rush credit. You could try changing the default payment for your Amazon account to another card to see if that helps.

I was offered a credit the other day to change a Fri order Sunday Delivery to Monday. $3 for 2 items, but I wanted to use the one item on Sunday, so I declined. Well, they delivered it at just about dusk. So I should have took the play money. Live and learn. After 4 pm...that should not count as far as I'm concerned.
I did notice in the past, the couple times I took a bunch of the bonuses, they stopped offering them. I don't hardly use them, they end up expiring, so I guess maybe I'll use it for starz today and in 30 days, I have 6.75 expring Jun 15th.
edit to confirm, yes, channel subscription does use the credit properly.

Subscribed under this offer a couple of months ago, decided to quit because there was nothing there, they came back with a retention offer of $0.99 per month for six months.
