Sure anyone can make a waterproof fabric for cheap but not waterproof and breathable, that's why those brand name breathable membranes costs a lot of money.
You get what you pay for, but for occasional use for non-extended time this might be ok.

Brim of hat? No, it doesn't. As for shoes it depends on how you keep the pant legs, a little long and "out", then yes, if they're short on you, then no.

While these do not rip while putting them on like the cheap plastic ones do, a stray branch can make short work of these. Also, even if the fabric does breath, it does not provide adequate ventilation to keep you from getting drenched in your own sweat. A good fabric rain jacket is vented and typically has pit zips to allow perspiration to escape.
That said, a good rain jacket is likely to start at 5x the price. These are also great as emergency rain gear. Keep in the car, or use when unexpected rain his the amusement park or sporting event.
The answer is simple: price. People prefer a $15 wet set to a $150 one.
