Can you please clarify if anyone knows ? as the verbiage is a little confusing from Terms and Conditions which says

Got a response from EXPRESS on emailing them so it seems like you just need to sign up and you will get a $15 bonus reward to use without any minimum, pasting the response i got from EXPRESS below, and as per EXPRESS the $15 reward will be valid to be used within 60 days from when it has been issued, hope this helps .........

After reviewing your Express Next account, I see that you have completed your enrollment, so you should be receiving the $15 reward within 10 business days. Once the reward is issued it lasts 60 days, and any purchases from now until October 16th will also give you a $15 reward.
