You could do this with Homeassistant. These don’t require any internet connection during use and so they are well suited for this use.

I've had 4 or 5 of these die on me over the last year and a half or so. They will still show up in the app and can be toggled on/off, but whatever is plugged into them doesn't actually receive power....
