It could be that the Permanent Unlock option is not pushed to the phone until 180 days have elapsed and the phone is connected via Wifi to try unlocking.

I assume you still had airplane mode on when you hit "continue"? Did you try turning airplane mode off/turning wifi on before hitting "continue" on the error screen?

can also clear data on unlock app so it resync with unlock server that's why factory reset sometimes works also
unlocked mine had perm unlock option after 3 am ET on May 1st was 180th day...
