I am not aware of the rates being lower at Fidelity.

The T-bills interest pays immediately once it settles even before the maturity of the t-bill. At least that's what happened to my account holding on TD direct.

Unfortunately, I know of no way to switch the term on a reinvestment of a T-bill. The only way to do it is to take the money and then reinvest in the next available auction for the term you want.
