its tied to phone IMEI number you don't even have to open the box to activate it since number is on outside of the box.
When activated it doesn't even ask for Sim Card Number.

Did you do an online chat with Tracfone? And they said there is no service associated with that phone?
If so, return it to HSN because it is SUPPOSED to have the service attached.

There is no card, the service is associated with the SIM.
Do a chat with customer service. They will verify it and can manually activate your plan that is already on the phone. If it isn't...

can't unlock bootloader but can sim unlock its stuck on Android 12 and no security patches since June 2023

Perhaps someone had previously activated it, and you were sent a customer return? Or maybe TF is pushing network unlock some time period after the phone leaves the factory, whether it's sold or not?
