If you have Kids, Moon palace
(especially Grand). Moon has 3 resorts, its well worth it. Though the beach is okay, not great but they compensate it with activities for all

It’s always per person at all-inclusive resorts, and many international hotels will charge per person, even when it’s just a normal hotel.

It's really hit or miss.
I've never paid for my kids to go to all inclusive. It's always been "based on double occupancy" and the added 2 kids never changed our rates.
Maybe with the pandemic...
