I think he meant to keep the straw locked up in an air-tight bag or container if it's new or already completely dry. If it has been used recently, I'd leave out to air dry before sealing it back up.

I've heard of documents in sealed safes getting mold because a tiny amount of moisture. Sealing is a good idea until you seal moisture within, stuff can go bad really quickly.
