No, it is not. The HP Prime G2 is so far beyond a TI-82 that is isn't funny. It is pretty much equivalent to TI's highest end Nspire CX II CAS graphing calculator in terms of raw capability.

I think that's pretty much right. If a student doesn't understand the concepts, this is not a good tool. If a student is naturally gifted in math and and learn on their own, this may be a good fit....
