You are correct. If you add it to cart it gives you an option for LTE. If you select LTE the price jumps to $449.

You still can't download prime movies for offline use on regular android devices. That's the main selling point for me. I can take it to the gym with videos I downloaded for at home.

From the ad, it looks like they apply to other GB versions too. The % savings aren't as high, but 32GB for 249 sounds ok. I don't know as I'm not an Apple fan and don't own a single product.
