Try googling it first then when you find a good and reputable travel agency for cruise, you then google the name of the travel agencies to find relative feedbacks regarding that travel agency.

I tried cruisecompete. They were giving me the same rate as carnival.com. Some of them would throw in a small OBC.
I called carnival, and got a much better rate through them using my past guest...

Some lines give onboard credits. Is that what you mean by a rebate? Sometimes, you can get these in addition to the comp. (Wine, cheese, etc. depending on the TA)
