I find pretty standard for Royal Mail to list 3 weeks after shipment. Receive time is usually 7-10 days, Only once in memory has a Royal Mail shipped package taken nearly as long as the estimate....

Success getting them to refund the price difference down to the 14.99 price. Amazon UK is the greatest. Wish Amazon in the U.S. could be as accommodating in such a consistent way.
