The first gen DS4 controller was Bluetooth and could be connected to PC/mac via Bluetooth or usb. It could also be connected to the PS4 via Bluetooth, but NOT through USB.
This second generation controller can do everything the first gen did and can also connect to PS4 in usb mode which apparently cuts down on latency for the hardcore FPS players.
Onto the dongle... It is a usb receiver for the DS4 to connect the PC/mac using the chipset inside the dongle. It makes it so that you cab do voice / sound through the controller while using remote play, which you couldn't do before. The dongle will work on first or second gen controllers.
