God damn Jesus Christ how many times do you have to keep asking this? It's like if you can't do it that means haven't tried? What kind of logic is this? Why don't YOU try it if you keep not believing? How about that???
Stop asking. That IS how it works. Even if it worked the way you want it to, you'd never be able to port away from Cricket without active service.

Can these be used to port out from Verizon without having to fund the account?
Nope. You need to have at least one month funded. Cricket is month-to-month. It's AT&T's VRMO, btw. Or be someone's additional line for the group discount rate. 5th line is free, or $20/line with 5 lines. If you don't pay, ALL lines in the group go dark.
If you want true carrier portability, get a Google Voice number and forward it to whatever number you like with whatever carrier you are using. I'm sure similar features exist for other VOIP providers. Data plan becomes more important if you do that, since VOIP calls/msgs are data to your LTE plan.
Toward the bottom of the Best Buy page, it shows 20% off Refill Card when purchase with Phone or SIM. You could get $40 Refill Card for $32. You do have to pay tax on the Refill Card when buying it in Best Buy, though.

I can attest to how it works. Cricket requires payment at the time you process the activation / port. There is no way to process an activation / port without submitting payment. It's impossible. T-Mobile, on the other hand, will let you port to an unfunded SIM.
This is from personal experience on both fronts.

The notable downside to this is if you're in the iOS ecosystem, iMessage won't follow your GV number. Wish that would change because I'd much rather have my permanent number parked on GV and then hop around for promos.

I bought a few of the 20% off Cricket refill cards. As part of the deal you have to buy a $2 simple card. The 3 orders I placed they were unable to activate and thus were unable to sell the simple card. It was not a big deal because I already have a sim. Yet do not be surprised if you go for pick up and have an issue

Cricket initiates the port request to Verizon. Cricket won't do that for an unfunded account (or one that doesn't exist until you activate their SIM).
