Top Notch Structural Engineer and Home Inspector in SF bay area?

I'm under contract for a place on a slope in SF bay area and need to find structural engineer and home inspector to insure there is no foundation/structural issues with that house. I talked to one that turned me down cause he didn't want to crawl under the deck to access the foundation (even though it literally takes less than one minute and it's really clean but dusty).

Can anyone recommend top notch Structural Engineer and Home Inspector in SF bay area?

Also got a tons of home DIY questions, from what mount to use for the TV to replacing noisy bathroom fan, what is the best forum to get guidance on this type of things?
