Reward program says that you'll earn 3 pts/dollar spent every time you book. Current rate in the normal rewards program is 10 pts/dollar, which I have gotten consistently when booking business travel on corporate card (last stay at IHG in June). How is this not a horrendously bad trade for the 1,000 pts?

Business rewards is for booking multiple rooms and generally when booking for someone else. Normally if you did that you wouldn't get any points so 3pts/$ is more in those cases than the zero I used to get.
